A misconduct hearing was held between 28 and 29 September 2026, for Special Constable Samuel Toynbee at Grantham Police Station.
The Chair of the independent panel found SC Toynbee had breached the following standards of professional behaviour:
It was found that on 11 July 2025, SC Toynbee breached the standards of professional behaviour when he tested positive for cocaine and the cocaine metabolite benzoylecgonine, which indicated the use of a Class A controlled substance. The test was conducted as part of his application to join Lincolnshire Police as a Police Constable.
The conduct amounts to gross misconduct.
The outcome of the hearing was that SC Samuel Toynbee was dismissed from the Special Constabulary without notice.
