We are appealing for witnesses and information about a series of criminal damage, theft, public order, and intimidation connected to residential permit parking in Lincoln.
We are keen to view any footage which might show a person damaging or stealing the signs, or being abusive to others. We are also keen to take first-hand accounts from anyone we have not yet spoken with.
Our appeal comes following multiple reports over the past several months from residents in the Burton Road area of Lincoln about a number of different types of incidents.
On multiple occasions, the reports related to residential parking permit signs in Albany Street, Mill Road, Turner Street and Waldeck Street in Lincon being spraypainted, covering the information for residents and members of the public and on other occasions, several of the signs have also been completely removed from the posts they are attached to by an unknown individual. This is being treated as criminal damage and theft.
The City of Lincoln Council which operates the scheme has contacted Highways which owns the road signs for cleaning and repair work to be carried out.
Another report relates to a resident who found what appeared to be a parking enforcement ticket on their windscreen, which contained a blank note and was not legitimate, before they were verbally abused by a man. This is being treated as a public order offence. In another report, officers were told that a man had been verbally abused by another man in the area. We are treating this as harassment.
Community Beat Manager PC Jo Witton, said: “This is something that we know is really affecting the residents in that area, and we want them to know that we understand the impact it’s having, we’re taking it seriously, and we’re taking action. We’re of course keeping an open mind about who is responsible and the circumstances of each incident, but we believe they are connected.
“Over the past few months officers have carried out house to house enquiries in the area, spoken with residents, worked with the local authorities and local Councillors, and we have checked through CCTV and other doorbell footage of the streets in question. Now, we need to call on the community for more help so we can try and bring an end to this issue.”
