Request

We seek the following information on racist hate crimes and/or hate incidents towards the following ethnic groups:

-        Chinese

-        East Asian

-        South East Asian

-        Asian

-        "Oriental"

-        Mainland China, Hong Kong, Macau, Taiwan, Japan, Mongolia, North Korea, and South Korea, Thailand, Vietnam, Malaysia, Singapore, the Philippines, Laos, Indonesia, Brunei, Burma (Myanmar), Cambodia and Timor-Leste

-        Or any that had such appearance (set out above)

(The “Relevant Groups”)

And would like data for the following years,  broken down by each month:

-          2019

-          2020

-          2021

-          2022 (for this year, up until the FOI response date or whatever are the most recent statistics).

1.    Provide the number of racist hate crimes and/or hate incidents reported where the victim(s) comprise of the Relevant Groups, broken down by each group where possible.

Please provide the data for my request in an Excel spreadsheet format with suggested row headings by year and month, with column headings:

a.    Month

b.    Year

c.    Number of hate crimes

d.    Number of hate incidents

e.    Ethnicity/ethnic appearance

The data collated includes the number of reported occurrences where the victim has been subject to discrimination / prejudice based on race over the requested financial years.

We were able to extract this information by looking if each of the occurrences contained the local and NICL qualifiers for Racial Prejudice, whether the occurrence was considered a Hate Crime by the victim and/or officers and checked the occurrences itself.

This has then been checked to ensure that the recorded occurrences were around the ethnicities that were to the requested specification. There are some crime reports that were within the Asian category, but ethnically identified as Pakistani, Bangladeshi and other Asian backgrounds, therefore these have been separated out.

The above has also been broken down by calendar years and months.

1(d). As this FOI requests for hate crimes and/or hate incidents, then later specifies hate incidents I can confirm if we were to provide this information then a section 12 cost exemption would be applied rendering the entire FOI refused.

It is for this reason only hate crime reports have been provided and not hate incidents.

Please also be aware that Police forces in the United Kingdom are routinely required to provide crime statistics to government bodies and the recording criteria is set nationally. However, the systems used for recording these figures are not generic, nor are the procedures used locally in capturing the crime data. It should be noted that for these reasons this force’s response to your questions should not be used for comparison purposes with any other response you may receive.
