The policy for police body warn video's published on your website does not include the appendix, even though the most recent version says it is included, but is not publish.
1. a) Why is the appendix not published, and
b) If it is not published how are the public able to confirm your officers are correctly following the procedure outlined in Appendix A?
1. a) The Appendix has not been made public as it contains policing tactics deemed harmful to disclose.
Disclosure would, or would be likely to, prejudice -
(a) the prevention or detection of crime,
(b) the apprehension or prosecution of offenders,
(c) the administration of justice.
b) Members of the public are entitled to query the use of body worn video on a case-by-case basis either directly with the officer or through the established complaints system. The force does operate scrutiny panels for stop and search and the use of force where vetted members of the public assist in scrutinising a number of things including the appropriate use of body worn video in those circumstances.
Please also be aware that Police forces in the United Kingdom are routinely required to provide crime statistics to government bodies and the recording criteria is set nationally. However, the systems used for recording these figures are not generic, nor are the procedures used locally in capturing the crime data. It should be noted that for these reasons this force’s response to your questions should not be used for comparison purposes with any other response you may receive.
